Water monitoring (quality/level/depth)

- Goal 1: Develop
policies and procedures
- In order to achieve this goal "expert" contacts will be made and proper testing and sample methods will be determined.
- Goal 2: Acquire
proper monitoring devices
- To accomplish this goal it is imperative that goal 1 is met and approved by the committee. Equipment required should be reliable, cost effective, and realistically easy to operate by the volunteers
- Goal 3: Begin sampling
- Accomplishment of this goal is hoped to occur by June 2009

- Goal 1: Work with CC&R staff in
their efforts related to Silt fences/shoreline monitoring/construction
driveways
- In order to achieve this goal a minimum of bi-monthly correspondence will be initiated to support ongoing efforts of the CC&R inspector. In that correspondence information will be gathered related to ongoing efforts and areas needing improvement as it relates to our committees supportive role.
- Goal 2: Perform regular surveys of
Lake Royale to identify and stratify potential runoff problems
- In order to achieve this goal regular surveys of
the lake are needed by members of this subcommittee. Potential problems
will be stratified and reported to the CC&R inspector. Additionally,
educational materials are necessary for property owners.
Create electronic form that enables efficient and complete gathering of information
- In order to achieve this goal regular surveys of

- Goal 3: develop an efficient method
for residents to report potential problems with Silt fences/shoreline
monitoring/construction driveways
- This goal can be achieved by developing an online form that individuals may complete. The potential problem will be observed and results of observation reported to CC&R inspector. Additionally, any action will be reported to the individual that submitted the request
- Goal 4: survey
POA owned properties that contain waterfront property for erosion and
develop a strategy to remedy any potential problems
- In order to achieve this goal detailed survey of the POA lakefront property will be performed and a report on condition of property and possible remedies to any problems will be reported to POLC, BOD, maintainance, and/or office staff.
- Goal 5: survey shoreline of the lake,
record potential problems, provide helpful information to property owners
to remedy the situation, work with CC&R, Army Corp, and/or DWQ to
enforce issues that are not remedied.
- In order to achieve this goal quarterly survey of the shoreline will be taken and potential problems documented. Problems will be brought to the POLC meetings and remedies will be discussed. - Make clear methods to install BMPs to filter runoff and for shoreline erosion.

Specific to individual proterty owners
- Goal 1:
Establish POA procedure to send POLC letter + checklist to new property
owners.
- STATUS: Request submitted to POA
- Goal 2: Publish
reminder letter in fall/spring in the Royale Reporter regarding ways to
protect our lake.
- STATUS: On regular schedule
- Goal 3: To establish an easy way for
PO’s to report lake quality problems and their ideas/solutions.
- STATUS: A report form will be available on the POLC web site
- Goal 4: To improve
the POLC communication to all PO’s.
- STATUS: Ordering sign to be put up at gate regarding
our monthly POLC
meeting. POs attending this meeting can easily express their ideas/solutions
For now our new website and the Royale Reporter seem to be our best way of communicating with all POs. The POA does have a database we can use if we could justify mailing costs.

- Goal 5: To get kids involved in protecting
the lake and their parents to follow.
- STATUS: To work with schools and boy and girl scouts; not yet completed
- Goal 6: Have a celebration when we complete a project
thus getting more people involved.
- STATUS: To be scheduled when we complete first retention pond
- Goal 7: To get all Lake Royale clubs such as the 50+
Club involved
- STATUS: POLC met with 50+ Club and the Beautification Committee so far with promising results: some good ideas and developing some cross committee projects.
- Goal 8: To develop material on how to construct rain
gardens and other erosion preventive methods. Coordinate with the Beautification
Committee and all property owners.
- STATUS: A permanent rain garden has been set up at the clubhouse.
- How to” web site is linked to our POLC web site.
Specific to contractors - Goal 9: Develop a way of educating contractors to better accomplish soil erosion prevention.
- Goal 10: Acknowledge contractors that do a good job
in keeping the lake clean.
- STATUS: Will be sending an erosion control letter to all contractors that do business in Lake Royale referring to the Cypress Creek Study and government and POA requirements. Publish articles in the Royale Reporter regarding contractor-generated erosion.
Specific to board of directors
- Goal 11: POLC members (at least one) attend all Board meetings to support them in completing their mission maintaining lake quality as a priority.
- Goal 12: Report on how we are meeting our goals.
- Goal 13: Our committee would offer our advice and support
on any proposals submitted to the board affecting the quality of the water
in our lake.
- STATUS: Request board to include in their monthly agenda for short update on POLC goals status
Specific to county/ government clean water agencies
- Goal 14: Communicate activities of these government
organizations to the Board of Directors and PO’s. Get the following
groups involved with our committee:
FC Commissioners, USARMY Corp of Engineers, NC Division of Water Quality, NC Wildlife Resources Commission, etc. Get these groups to help coordinate our efforts with our neighbors. - Goal 15: Contact other lake communities experiencing
similar problems.
- STATUS: POLC is working on obtaining matching funds for two retention ponds and several other erosion control and possible dredging projects. We have contacted another lake in VA to learn from their experience. We are continuing to contact other government agencies that might be able to help us complete our goals including funding.
Specific to local businesses including realtors - Goal 16: Send a letter asking for their ideas and
help
- STATUS: Letter to be sent within the next few months.
Specific to POLC
- Goal 17: Establish procedure to remind POLC members to attend board meetings including important items on the agenda affecting the POL committee.
- Goal 18: At each meeting include outside experts on
subjects relating to protecting our lake.
- STATUS: Tim Gabriel a PO and expert on erosion control spoke at
our last meeting and has volunteered to help our committee with technical
advice as needed.
JaMac associates presented a new device the WASTE X-BOX water and sewer total equalization system. Chris/ POL committee will present the Muddy Water Watch, a statewide initiative to reduce stormwater runoff. Kelly’s NC Erosion Control, LLC will present what their company does and what is new in the erosion control business.

our last meeting and has volunteered to help our committee with technical
advice as needed.
Long Term
- Get everyone interested in achieving our most important mission: protecting the lake.
- Educate our watershed neighbors on how to improve and preserve water
quality.
